Control Puppy Chewing

It's always best if you catch your puppy chewing on something that he shouldn't to redirect his behavior by giving him a chew toy instead. I am having a problem with our puppy chewing the legs of our wooden chairs. I purchased bitter spray (more than one kind) but they don't work...she loves the taste! Any other suggestions?
